| With the3G becoming the dominating way of multimedia wireless transport innew times, the video surveillance system based on3G wireless network has achievedrapid development and found a wide variety of applications. Meanwhile, it’s agreed bythe society that the principle of Civil Air Defense building to server in both the war timeand the peace time. On the other hand, at a requirement of an urbanemergency command system, many cities have built their emergency command systems,which show great power on the emergency succor. So building a system combining the3G networkã€civil defense system and emergency command system will be a goodpractice.In this paper, a3G-based CAD emergency command system is designed based onthe techniques of GISã€MIS and the3G surveillance system.First, the emergency command systemã€MISã€GIS and surveillance system arereviewed. And some key theory and techniques used in the CAD emergency commandsystem are introduced here. Second, the structure of the system is design, andtopological structure of the3G device is especially introduced. Third, the centralizedcommand platform is designed after a detailed requirement analysis, including thedesign of database table structure and the design of software based on MVC. Fourth, thedetailed design and implementation of the centralized command platform is finished.Finally, unit test and function test is applied on the CAD emergency command system.The3G based CAD emergency command system combines the management of thecivil air defense building and the service for urban emergency succor. It provides thegovernment with the modern surveillance and communication approach and thepowerful geographical analysis, which improves the country defense and the ability ofgovernment’s integrated service. |
