The Civil Defense Alarm Radio/Television Executive Terminal based on DSP(digital signal processing)technology is a transmitting device of Civil Defense Alarm signal used in Radio/Television system. The purpose of using the channel of Radio/Television System to transmit the alarm signals is to make the people can receive defense alarm signal timely when they are watching TV program or listening to the radio in their room. As a result alarm notification rate and coverage rate are raised greatly.With the development of the DSP technology and info technology, the Radio/Television technology in China has been changed dramatically. The digital TV technology will become the main one in Radio / Television System. It is on account of the development of the digital technology that Radio/Television equipment used for Radio / Television System should adapt to the development. In recent years, with the rapid development of DSP technology and of digital signal processors'handling capacity, the applications of the DSP technology for audio and video processing has become one of the main technology of modern audio-video processing.At present, the Civil Defense Alarm Core-processing equipment for Radio / Television System generally uses Industrial Control Computers with bigger size, higher cost, so it is not easy to make them widely used. In this paper, the author works on research and development of Civil Defense Alarm Radio/Television Executive Terminal by using advanced embedded DSP technology. This terminal meets many demands in the functions, reliability, cost, size, power consumption and so on.This paper deals with the audio and video processing technology based on DSP and external hardware circuit design and software design. In the hardware part, the Radio/Television Executive Terminal with TI TMS320DM642 as control chip is finished. It includes the design of core chips, audio/video input/output modules, memory units, serial communication, and control units. In the software design, the application programs based on DSP/BIOS are finished, including the preparation of operating system and main program, serial port interrupt service routine, control routine, audio and video processing programs which use MPEG-2 (Moving Picture Expert Group Two)standard for audio and video codec signal processing.
