As the rapid development of network technology and applications, the needs for telecommunication service has increased rapidly and continuously, which leads to the higher requirements for scale,capacity and operational stability of telecommunication networks. Direct and easy for use, stable, real-time and accurate Network Management System could assist the telecommunication operator to obtain the running status of the NE (Network Equipment) as well as the whole system timely, help the OAM (Operations, Administration and Maintenance) department with precise trouble location and prompt trouble shooting, so as to provide users with stable and reliable service networks. Aim in developing high quality Network Management System, it is fairly important to develop efficient Performance Measurement System.For various and complicated telecom networks, as well as the difference of call models formed in human real life, the network performance indicators in different areas, for different networks, and from different carriers varies. Ergo the requirements on performance report differ in thousand ways. Traditional device providers normally present basic performance statistical data, performance indicators in steady meaning, and statistics report in fixed format. These now go much behind user's need. Therefore an ideal OMC (Operation & Maintenance Center) should provide a Performance Measurement System with higher usability and customization based on the basic performance data that NE (Network Equipment) sends.This paper presents Distributed Network Management architecture upon a mixed software agent. Such a architecture includes three levels:manager, mixed soft-agent and sub-agent. Comparing to traditional, simple, centralized manager/agent levels, it effectively simplifies managing network problems caused by separate software and/or separate physical components, and leads to self-adaptability and auto-organization. This architecture is easier integrating and expanding, and improves the repeatability of network management.
