Traditional network-management data configuration is based on TMN model. In this method, Physics, Site or Radio data configuration was controlled by Operation and Maintenance Center. Data has been synchronized, transfered to BSC, and then transfered to BTS, which can made BTS work normally. That it can be seen, the traditional method was linear, but this method reduced the efficiency and was hard to satisfy the application of large number setting up and Flexible Application with the development of IP Pico-BTS.The research and working Principle of traditional network-management based on TMN criterion, and application scenarios, system capacity, feasibility and maintenance efficiency, which included inlinear configuration plan of traditional system has been deeply analysed. The reaserch was mianly focused on the application scenarios in Pico-BTS environment and proposed a new method and realization of network-management data configuration SON system based on the reaserch.This method can satisfy the application of large number setting up and Flexible Application. Data configuration with self-adaptive function can acquire association message of Pico-BTS in time and according to the network plan it configures personalized radio parameters flexibly such as frequency point and adjacent area. Such personalized configuration and maneuverability of network can cope with compact and flexible characteristic of Pico-BTS completely.The conclusion shows that this system has strong processing capability, using style of signal frame and pack data by Timeslot.tradional data packed by carrier frequency.style, which can import 40MS delay by IPRB.this system adopting BSC function down-shift Flat Management network method.it has advantages of Flat Management network, and good self-adaptive characteristic.
