Heterogeneous network deployment is one of the hot topics discussed of long term evaluation-advanced in the 3rd generation partnership project. Het Net is proposed to deal with over loaded and low cell-edge throughput in macrocell by adding new nodes to cover such as femtocell and picocell. In published studies, femtocell focused on the indoor coverage and only a subset of users defined by the owner that can connect to it. In contrast, the site selection and configuration of picocell is usually accomplished by the operator, to serve all the users nearby. In the standardization of picocell in 3GPP LTE, much attention is paid for their outdoor coverage.In this paper, based on the macro-pico heterogeneous network in the LTE-A standard, we study the problem of different base station selection to users, and the problem of spectrum resource allocation to users belonging to a base station.According to macro base stations and Pico base stations coexist heterogeneous network system model. Aiming at the problems of low throughput of cell edge users, we design a new algorithm of cell selection based on SINR and adaptive cell range expansion. Through the system level simulation and the analysis results showed that compared to the bias value for 6d B cell selection algorithm, the improved adaptive selection bias value of new cell selection algorithm can improve the throughput of cell edge users.When the users complete the cell selection, the scheduler within each cell will continue to perform radio resource management in wireless resource allocation and scheduling.According to macro base stations and Pico base stations coexist heterogeneous network system model. Aiming at the problems of dealing with the fairness between users after the users select cells, this paper designs an improved resource scheduling algorithm based on proportional fairness and non-cooperative game. Through the improved algorithm, not only the total throughput is not reduced, but also the fairness of users is improved. And with the increasing of user number, comparing with the proportional fairness algorithm, the proposed algorithm benefit in cell edge user throughput and mean user throughput.
