With the rapid development of our social economy, the flow of people, materials and information are increasing as well, and the resident ID cards are playing more important roles in certifying people's legal identity and maintaining people's rights. Since the first generation resident ID Cards in 1980s could be easily forged due to the simple production, our country has started to apply the second generation resident ID cards in China since 2004. The new ID cards have used many new technologies, which have significant improving on technology and anti-forging. Compared with the first generation resident ID cards, it has higher requirements on production and management. Our target and task is to design a system which could ensure the consistent and efficient production of the second generation resident ID cards.This article described the application of changing the second generation resident ID cards in a province and the important background of the Law of Resident ID Cards, and then researched the current situation and problems for production system of the original second generation resident ID cards, and provided the researching contents of our study accordingly. In order to enhance the application of the system, it used the analysis of C/S application system structure to realize the independence among platform applications, database and business regulations, and applied in the system analysis and design. In addition, in order to fulfill the active requirements of the ID card production and realize the real-time monitoring and alarming on the production, this article also studied the applied the active database technology.The design of system structure is the very important step in system design. Firstly, one of the main features and design problems of this system is to clarify the relationship and functions between the second generation resident ID Cards assistant production system and the original system, which caused the difficult production procedures of the system and complicated relationship with the original system. And then, it fully presented the system functions in an exact and simplified way, and finally, it used the principles of systemic and structural design to reform and system as independent subsystems, which finally realized the systemic structure of the assistant production system. The system design will be started after specifying the technology, system structure and functions. In order to make the design complying with actual requirements, it is necessary to clarify the objectives and design based on the analysis of system requirements and systemic structure. The Law of Resident ID Cards brought the management of resident ID cards into a legal regulation, and increased requirements on the time limits of ID card production, which presents the human-oriented principle, and all of them require the efficient monitoring and management of the assistant production system on the whole card production. Therefore, it analyzed the three main functions of scientific arrangement of card production data, the efficient management and alarming to the production, and the quality tracking and control to the card production, which are also the basis to realize the core business modules.The final second generation resident ID card assistant production system realized in this task finally solved the existing problems of the original production system, established effective production and quality monitoring and alarming system, and eliminated the missing production and wrong ID cards reported by public security authorities before, which efficiently decreased the wasting rate, improved the efficiency of card production, shortened the production period and realized the standard, efficient and open management of the card production and distribution. The successful and timely completion of the system ensured the application of changing the second generation resident ID cards in the province and fulfilled the high requirements on production of the second generation resident ID cards by the Law of Resident ID Cards. Meanwhile, this system is highly flexible on establishing the operations and process, so it could be used for production of many other cards and in other organizations. This system has been applied by the ID Card Production Center of Xinjiang Public Security Authorities on July 2007.
