Video Surveillance System can generally be divided into three categories: analog video surveillance system, digital video surveillance system and network digital monitoring system. The current trends of video surveillance technology are digital, network-based, mobile, intelligent and integration. Streaming media technique has brought new opportunities to the field. Being a network protocol standard, TCP / IP protocol is widely used in varies kinds of network. However, the protocol is originally developed for non-real-time data transfer task while its real-time transmission capacity is poor. To cope with the limited bandwidth, it's inevitable to apply the streaming media technology in order to achieve a distributed video surveillance system. The improvement effect is remarkable especially in narrowband remote monitoring. Users can play real-time continuously before the transmittion is completed.This thesis is part of the work of "Intelligent Visual Surveillance"--Science and Technology Project of Shandong Province. After the approval of the project, our team organized a thorough technology and market investigation. Based on that, we made initial work plan and correlated ordain, began to study key techniques and develop correlated system, determined the functional model and technical indicators of the software, designed the software framework, and ultimately completed the whole project of Intelligent Visual Surveillance System. Intelligent monitoring is the forefront of computer vision. It has a high scientific value, wide application prospects and enormous potential in both economy and social benefit. With the successful implementation of the Intelligent Vision Monitoring System, it will greatly meet the demanding requirements of social security. The system shows tremendous market value.The project mainly concentrates on designing and developing the monitoring system, where one of the key issue is to study the applicatio of streaming media technology in network video monitoring system. According to the design framework, we developed a distributed Intelligent Visual Surveillance System in the operating system of Windows 2000 Server by using Visual C++ platform and software packs of Haikang DS4000 SDK, DirectX9.0 SDK, OpenGL, OpenCV, JRTPLIB and so on. The system is divided into six separate parts: central database, local database, data management centre, video server, monitoring center and streaming media client. During the development, we studied streaming media technology such as DirectShow and RTP / RTCP protocol, designed the transmission framework, developed the data source components, network transmission and detection components and network reception components, completed streaming media transmission and playing, and ultimately developed the whole streaming media server and client.This project has passed certification held by the Science and Technology Department of Shandong on December 2007.
