As the important hinge for global resource allocation, port plays an important role in national economic growth. Port economy is a two-way opening economy both for domestically and foreign economy. Therefore, it is of prime importance to ensure the safety of ship transportation and neighboring environment in port. It is urgent to carry out the risk assessment for oil spilling accidents from ships and set up an emergency system for precaution and respond to oil spilling accidents.This thesis carried out a preliminary study on risk assessment and emergency system for oil spilling accidents. Based on the investigation on oil spilling accidents inside and outside of China, we found the main reasons for oil spilling and the risk factors for oil spilling accidents. Thereupon, we analysis the probability of occurrence and consequence of oil spilling accidents with the math model and the forecasting simulation model, and then put forward the countermeasures and emergency respond system for oil spilling accidents. The main achievements of this thesis is that: first, carried out a systematically study on oil spilling accidents in- and out-side of China and analyzed their causations; second, use the simulation forecasting model to estimate the harmful consequence of oil spilling accidents, simulated the drifting, efflorescence, diffusion and dissolution processes of spilling oil, and forecasted the drifting track and final location of spilling oil as well as the happening trends of oil spilling accidents; third, the countermeasures and emergency system is set up according to the simulation results and suggestions on risk precaution and management are raised.In the end of this thesis, a case study in Qinzhou Port in Guangxi Province is given. Base on the research in former chapters, we found the risk factors for oil spilling accidents, and then analysis the probability of occurrence of accidents. According to environmental conditions and sea state conditions of Qinzhou Port, use the simulation forecasting model to estimate the harmful consequence of oil spilling accidents, simulated the drifting, efflorescence, diffusion and dissolution processes of spilling oil, and forecasted the drifting track and final location of spilling oil as well as the happening trends of oil spilling accidents of terminal, the East channel, anchorage of Qinzhou Port, then put forward the countermeasures and emergency respond system for oil spilling accidents,and put forward countermeasures and suggestion on management of oil spilling accidents in Qinzhou Port.
