Finally, besides analyzing the factors influencing the emergency materials dispatching and the most common dispatching model, a bi-objective model based on chance-constrained programming is established on the basis of the security for the whole system, the probability of arriving at the spot where the accident happened and the possible accidents later and presents a emergency materials co-dispatching method within capacity constraints. In addition, the model data required is identified and solve the problems with the improved genetic algorithm, what's more, a numerical example is used to illustrate the effectiveness of the model.
