China has built and put into operation the world’s most advanced intelligent container terminal,making China at the forefront of the world in terms of intelligent port technology.Smart port realizes the intelligence of the terminal loading and unloading process,from the safety point of view,during the port terminal loading and unloading operation,it can greatly reduce the number of on-site operators,and then effectively control the casualties during the terminal loading and unloading operation,but in case of emergency,it still leads to damage of equipment and goods,causing nonnegligible property losses.Therefore,despite the unmanned operation of the port area realized by the smart terminal,there is still a need for scientific management of potential emergencies.To achieve scientific emergency management,the prerequisite foundation must be the identification of potential emergencies.In this study,the potential emergencies in each production element of the smart terminal are systematically identified through risk management science,safety engineering,and other hazard identification methods such as HAZOP(hazard and operability analysis,HAZOP),JHA(job hazard analysis,JHA),and FMEA(failure model and effects analysis,FMEA),as well as based on the Accident Causation Sequence;the early warning information of each potential emergency is identified using the accident tree method.Through the Analytic Hierarchy Process,the identified potential emergencies are scientifically graded to achieve an adequate and not excessive emergency response.Using information technology,the human-computer interaction platform for emergency management is developed.Under the objective fact that there is no personnel or less personnel in the port area,the automatic alarm device of the CMS central control system is used to call the potential emergency database to release emergency information or find people to release potential emergency and warning information to realize the activation of emergency procedures when the intelligent terminal is operating unmanned.In this thesis,through hazard source identification,risk evaluation,and potential emergency identification based on accident cause-effect chain theory,the potential emergencies of intelligent terminals can be comprehensively identified;the classification of potential emergencies by hierarchical analysis based on the criteria of emergency resources,emergency scale,and exposure frequency can know the emergency response classification so that the emergency response is adequate and not excessive;the intelligent emergency management platform based on the analysis of emergency management needs can realize the rapid access to emergency knowledge information and the rapid pushing of emergency and warning information.
