The decision that Shanghai would be built and developed into an International Shipping Hub is an important and critical strategy made by the CPC Central Committee after having considered the general development of the whole country, and will play a great role for China to participate in the international competition of economy and have a great significance to improve Chinese comprehensive competition. However, the establishment of Yangshan Deep Port is foremost important comparing with others. Therefore, the safety of Yangshan Deep Port should be firstly and critically considered. It is necessary and significant and is an instructive and practical work to do some research on the safety of port passage and waters according to the local geographic and hydrological condition of Yangshan Port.The author has done some research on the prevention of ship's collision and how to take action in the emergency of ship's collision in order to ensure the safety of container ship entering and leaving Yangshan Port water area.Firstly, the paper analyzes the geographic position and natural condition of Yangshan Port in detail, including hydrological and weather data, approaches, navigational aids, container ship's types, traffic flow, etc.Secondly, analyze the collision accidents possibly occurred and the waters possibly resulting in collision accidents in Yangshan Deep Water Port, and try to find out the causes of collision applying the theory of Man-Machine-Environment-Management. Because of the particularity of geographic position, environmental factor may be one of the most important factor resulting in ship's collision accidents in Yangshan Port except human factor and shipside factor. Environmental factor such as tropical cyclone, cold wave can cause the collision of large container ship, at the same time large traffic flow can also cause the collision of ships.Thirdly, try to find out the ways to prevent the ship from collision taken by shipboard side and shore side and the best handling methods ofmega-container ship to prevent the collision from occurring, and how Shanghai Maritime Safety Administration Yangshan Branch can take action to prevent ship's collision within port waters by improving hardware and software.Finally, try to find out the contingency measures which should be taken by shore side and ship's side in collision emergency. The relevant emergency departments and emergency team, the style and ways of alarming and emergency communication, the requirement and distribution of emergency responding facilities and equipments are set up based on the geographic position, passage condition and traffic flow and accident category. With the fact that all vessels proceeding for Chemical terminal and Oil tanker terminal in Hangzhou Bay should bypass Yangshan Waters, if one of the vessels involves in a collision accident in Yangshan Port, severe oil spilling accident may occur.
