Presently, Growing traffic congestion, traffic disturbance and traffic accidents have been becoming the stubborn disease which restricts the social improvement and economic development of a region. ZHOU GANSHI, the academician both of the Chinese Academies of Science and Engineering, noted clearly that one of the main reasons to restrain the healthy progress of the traffic of megalopolis is the lack of an scientific integral strategy for the traffic development. And this integral strategy is based on the scientific and systematic assessment of the road network system.It has long been focused on the aspect of traffic management organizations while a road network is evaluated by means of a qualitative or quantitative method. But whether a local road system is ideal not only depended on the "software factor", i.e. its management system, but also on the "hardware factor", i.e. its network structure. So it is necessary to establish a planning that can involve in both aspects.For these, this thesis puts emphasis on the following works :1) Based on the reliability theory, a new method on road-network-planning which named Two-phase Planning Method has been proposed. The method includes two stages: the topological structure phase planning and the transport organization phase planning. The first one emphases on the evaluation and decision of the topological conceptual design and the structural design of the new road system; the later one emphases on the evaluation and decision of the organization and the management schemes of the traffic system.2) It is studied in detail that the method of evaluation of the unit reliability in the topological structure phase and in the transport organizational phase. And its reasonableness is proved by means of the example analyses.3) It is suggested an important-degree-analysis method to find out the key units...
