Analysis Of The Distribution Planning Method Of Regional Rural Highway Network

In recent years, it has been getting system planning and construction of regional rural highway in China, which have greatly facilitated the national economy and social development in rural area. The uncertain economy and complex grey information in rural area cause the problem that the situation of highway distribution planning and requirements of the economic development are not appearance consistent. On this basis, this paper analyzes the key problem existing in rural highway network--the method of distribution planning through the way of combining the idea and conception of system theory. Then, the method of distribution planning and evaluation model that are compatible with geographical conditions and socioeconomic situation in rural area are given.In the part of the analysis of the development status of rural highway, socioeconomic system, the function of highway transportation and the relationship between highway construction and rural development are analyzed. On the basis of analysis of the space arrangement of the economic zone, industrial structure and resource distribution in rural area, this paper indicates the economic development of rural area demands highway transportation. Furthermore, a systematic discussion on rural highway traffic situation is introduced. Thus discusses the position and function of highway transportation in comprehensive system in countryside. Also describes the relationship of rural highway construction with economy development and social development and environmental protection in rural areas.At the background of rural road construction, this paper comprehensively analyzes the influence factors of rural highway distribution planning. Thus presents the rural highway distribution planning principles. Besides, this paper makes profound analysis of the associated method of important degree-traffic area location and improvements in index for selection and the method of deciding weight. On this basis, the improved associated method of important degree-traffic area location that is adapted to the requirement of rural highway distribution planning is put forward.In the part of the adaptability evaluation of the rural highway distribution planning, from the basic of connotation and character of adaptability of rural highway distribution planning, an evaluation index system is set up for evaluating the rural highway distribution planning that is adapted to social economic development, thus one of improved assessment methods of gray correlation degree is given.Finally, this paper takes HT area as an example. By collecting and sorting the related index data from 2000 to 2005 and the improved associated method of important degree-traffic area location, distribution planning in this rural area is designed. On the foundation of above, this paper evaluates the proposed distribution planning by using the improved assessment evaluation model of grey correlation degree. It is not only reasonable technically but also feasible economically.This paper tries to supplement theories and methods of rural highway network distribution planning. Hopping it can be used for limited reference for the rural highway construction development in a way.
