Costal aids to navigation are not only important establishment for ship's safety sailing, but also vital part of main route at sea and port hinge. It is significant for waterway transportation, sea development, fishery, national build and defence as well as safeguarding the sovereignty of the country.To enhance the management and maintenance of aids to navigation, ensure its good usage condition, and guarantee the safety shipping, this paper has research on the quality assessment of China costal aids to navigation, and the object to research is Sub-regional MSA(Maritime Safety Administration) which is the maintenance unit of costal aids to navigation and Regional MSA which is the integrated management unit of costal aids to navigation.This paper firstly introduces the costal aids to navigation, analyses its quality actuality, and puts forward the main problems in its quality assessment. Then quality assessment system of costal aids to navigation is set up, which is comprised of the quality assessment index system of Sub-regional MSA and the quality assessment system of Regional MSA.With reference to the advanced oversea management assessment of aids to navigation the quality assessment index system of Sub-regional MSA aims at the existing problem, defines the scientific evaluation mode for its repair time limit according to risk extent, and improves the scientificalness of emergency response for the maintenance of the aids to navigation. It included three indexes, availability index, repair index and interior breakdown index respectively, which can assess the work quality of Sub-regional MSA scientifically and impersonally.According to the require of the international management of aids to navigation, the quality assessment system of Regional MSA is established basing on the analyse of quality assessment of China coastal aids to navigation, which applies to the assessment of Regional MSA. It is comprised of the effectiveness and maintenance level of assessment. Regarded as the exterior actuality, its effectiveness is assessed by the shipping industry. Whereas its maintenance level is assessed by the manager of aids to navigation, regarded as the interior actuality. Using Delphi the research and analyse is made after designing and distributing the questionnaire to them. The mathematical model is established with integrating the Fuzzy theory and AHP method.Lastly but not the least, this paper proposes not only the existing problem of the quality assessment system of aids to navigation but also the suggestion of continually adjusting the index with trying out it and accordingly programming its relative software. |
