Wet lands as the special ecosystem between waters and lands are the valuable natural resources of human beings. As an important part of the natural environment, it is called the kidney to the earth. Wet lands have a severe effect on the economical development and living environment of human in a country or even in the world as well as in a district. Yunnan contains rich wet land resources. But in recent years, due to the increase of population, the pollution and the unreasonable exploit, the resources and environment of wet lands have been interfered and damaged, leading to the shrink of the wet land areas, which affect the multifunction of wet lands. So protection of wet lands is of urgent. This paper begins with the concept of wet land, then sets forth the function of the ecology, the economy and the society of the wet land resources and finally concludes that the use and the protection of the wet land in Yunnan province exists two problems through analysis. Oneis the neglect of ecological value and overstress of realizing economical value shown from the overuse of the wet land resources; another is the ignorance of the legislation for preserving wet land which is revealed by the uncertain of the legal right and confusion of the administration management as well as the lack of the specialized legislation. The author suggests some legal systems' building for the protection of the wet land resources through introduces and analyses of some countries' legal systems on wet land protection. This paper proposes specialized wet land legislation on the basis of the analysis of the wet land's value in order to adjust the social relationship between the use and the protection via reasonable ideas for legislation principle so as to strengthen the protection of the wet land and coordinate the realization of the economical and ecological value, so the whole ecological value can be kept.
