Whether in foreign countries or in China, Local governments should take greatest environmental responsibility for large scale environmental policies and movements within their territories. Local governments play a key and subtle role in ecological environment governance due to environmental diseconomy caused by "market failure". However, because of its double attributes,pressures from different sides and interest conflicts during environment governance, "government failure" will fall down on local governments which in turn leads to negative utilities.This thesis takes the traditional heavy industrial city—Huangshi as the case, pointing out that the environmental predicament would be caused if local governments cannot understand the degree of its behaviors in eco-environment management. After analyzing several factors influencing local governments'behaviors the thesis suggests that only if the local government corrected its behavior from inner nature through building tactful strategies, it would overcome "government failure" during environment management. Normative construction is just the very starting point of "Good Governance" for local governments.
