In our country, the bilingual education is mainly refers to , in the school completely or partially uses the foreign language (English) to teach non-language discipline such as mathematics, physics, chemistry, the history, the geography and so on. "Humanity's future world will be 'the bilingual world' ". The higher education internationalization is the inevitable request of the economic globalization, the bilingual education is the objective request of the higher education internationalization tendency. Carrying out the bilingual education in normal university has a more vital significance. The bilingual education has become one of present higher education reform hot spots in our country .Network auxiliary teaching is the new teaching form which comes from the integration of information technology (networking) and tradition classroom. Its teaching activity is done under the dual environment of classroom and the network, under the idea of taking the student as the main body, the teacher is the main leadership. This kind of teaching form has many new characteristics. Regardless of pattern and method, traditional classroom instruction has demonstrated that it cannot satisfy the teaching needs. Along with quick development of information technology, promoting the use of information technology in the teaching, especially using network teaching, is another hot spot of present higher education reform.This paper is based on introducing the concept of bilingual education and the computer network auxiliary teaching distinctly, and after thorough literature researching on bilingual education and computer network auxiliary teaching theory and its pedagogy,psychology rationale, combining with present situation of bilingual teachers' deficient, explains the necessity and significance of the two unify—the bilingual education supporting program of normal university physics (electromagnetic) based on WEB.The most important part of this paper is the research of computer technology and network applied in bilingual education. Through related literature investigation and study of current university student foreign language ability and information technology, and in view of characteristic of university physics (electromagnetic) , introduces the project objective, principle of design, content design, modular structure and functional design, database design of the bilingual education supporting program of normal university physics (electromagnetic) based on WEB, and explains the system's software technology detail. This system uses B/S structure, bases WEB technology, applies the network's unique technology of information data administration, and bidirectional interactive function, uses network's principal characteristic of initiative,controllable exchange, establishes a bilingual education supporting program .This system is extending and expands of conventional bilingual education, it is the inevitable request of the university physics educational reform and improvement of the bilingual education quality. At the same time it has significant value in raising bilingual teacher, it will affect the integral development level of elementary and middle school's bilingual education, it will also relate with development condition of our country 's talented person in the future.
