The research histories on the taxonomy of Megalodontesoidea and Pamphiliidae (Hymenoptera, Symphyta) are briefly reviewed in this paper. The morphology, taxonomic and biological characters of Pamphiliidae are outlined. The generic relationship of the family is preliminarily analyzed using the principles and methods of Cladistics. The result of the Cladistic analysis demonstrates that it is reasonable to divide family Pamphiliidae into two subfamilies: Cephalciinae and Pamphiliinae. Each of them is a monophyletic group. But the division of four tribes of Cephalciinae at present is not supported by the Cladistic analysis,whether it is correct or not needs further analysis. The distribution pattern of Pamphiliidae is discussed based on a simple analysis of the specific distributing of the family Pamphiliidae in world. The result show that Palaearctic is likely one of the major origination centers and distribution centers of family Pamphiliidae. In addition, a systematic classification on Chinese Pamphiliidae is studied, and a key to genera of family Pamphiliidae and keys to species of each genus are given in the paper. Totally, 82 species from China are described, among them 17 species are new to science: Acantholyda flavomandibularis Wei et Jiang, Acantholyda jilina Wei et Jiang, Acantholyda pilosisoma Wei et Jiang, Cephalcia nigrocornis Wei et Jiang, Cephalcia rufoantenna Wei et Jiang, Neurotoma punctata Wei et Jiang, Onycholyda fanjingshanica Jiang et Wei, Onycholyda haoi Jiang et Wei, Onycholyda ludingica Jiang et Wei, Onycholyda microsculpturalis Jiang et Wei, Onycholyda nigroscapa Wei et Jiang, Onycholyda nigrovertexica Wei et Jiang, Onycholyda tianmunica Wei et Jiang, Pamphilius but Wei et Jiang, Pamphilius dengi Wei et Jiang, Pamphilius infuscatimarkus Wei et Jiang, Pamphilius jilinus Wei et Jiang. And 7 species are new to China: Acantholyda iwatai Takeuchi, 1938. Onycholyda odaesana Shinohara, 1993, Pamphilius balteatus Fallen, 1808, Pamphilius basilaris Shinohara, 1982, Pamphilius breviconis Hellen, 1948, P. kamikochensis Takeuchi, 1930, Pamphilius kyuteparki Shinohara, 1991.In this paper, about 210 illustrations of head, mandible, genitalia etc. of almost all the known Chinese species of Pamphiliidae and 5 illustrations of geographic distribution of Pamphiliidae are provided. Type specimens are deposited in the Insect Collection of Institute of Insect Resources of Central South Forestry University, Zhuzhou, China.
