Study On Issues Concerning Regional Environmental Auditing From Perspective Of Northwest China

This article is established in the evaluation and monitoring functions of the government environmental audit, based on the mutual relationship of the regional economy and environmental development.First of all, it selects key indicators to give a general evaluation to the economic development and ecological environmental quality in Northwest China, reveal status and problems of the geographical and ecological environment in Northwest China, this highlights the need and significance for the implementation of environmental auditing that is conducive to the development of the resources saving and environment-friendly economy and socity. Secondly, it analyzes the contents of environmental auditing of Northwest China, thinks the environmental audit includes environmental policies and regulations audit, environmental funds audit and environmental performance audit etc, but to focus on environmental performance audit that aims at the characteristics of economic and environmental development in Northwest China to establish the comprehensive evaluation system of environmental indicators wchich monitor and evaluate on the status and effect of the implementation of environmental protection measures. From the aspect of the implementation of environmental auditing mechanism, this paper suggests that the environmental audit team construction should be strengthened, should actively explore and improve environmental audit coordination mechanism to force the formation of the environmental audit.Finally, the paper illustrate the example which the National Audit Office have investigated the environmental funds effect on theQinghai-Tibet railway wchich is a project of cross-regional environmental audit. It researches the regional environmental audit, especially is targeted on Northwest China environmental audit. This article attempts to provide a good environment and theoretical basis for the theory study of the regional environmental audit.
