Research On Structure Of Regional Environmental Performance Audit Evaluation Indexes Basis Of Recycling Economy Perspective

Since the Reform and Opening up, China’s economy achieved rapid growth with the marketization of the economy. The rapid economic development not only riches our material life, but also leads to resource consumption and more and more serious environmental hazards. Under this situation, each region has the circular economy as the main way of economic development and expects to ease the shortage of resources and the increasingly serious environmental pollution. For evaluating the environmental quality of the target region, this article builds a set of regional environmental performance audit evaluation indexes which are suitable for the model of circular economy in order to realize the reasonable comments and Suggestions on regional environmental performance and promote harmonious development of economy, resources, environment and human in this region on the basis of summarizing the former research and recycling economy perspective.This paper defines the concept and target of the regional environmental performance audit, and states the relationship between circular economy and regional environmental performance audit. The basic theory of the regional environmental performance audit (the circulation economic theory, the regional economic development theory of environment, and the sustainable development theory) is studied on this basis. Then the paper put forward the necessity and significance of building the based on the perspective of circular economy by analyzing the The status quo and the present problems of regional environmental performance audit evaluation index system.The regional environmental performance audit evaluation index is built according to the "3R" principle of circular economy and composed of four level of index. Inheriting domestic and foreign scholars’ research achievement, the index embodies the circular economy of "reduction, reuse and recycle" through the three giant system of economic performance, ecological performance and social performance and the qualitative index. And then the paper uses the analytic hierarchy process and expert inquiry method to determine the weight to the regional environmental performance audit index and sets up a more scientific evaluation index system.The paper gives a comprehensive assessment to the environmental performance of Puyang, Henan by using the constructive index and has got the conclusion that the result of environmental performance audit is excellent. This demonstrates the evaluation index is feasible.
