After more than 40 years of reform and opening up,China's economy has become the world's second largest economy.However,with the rapid development of economy,serious problems such as waste of resources and environmental pollution are also emerging.Comrade Xi Jinping clearly pointed out in the report of the “19th National Congress of the Communist Party of China” that we should "accelerate the reform of the ecological system and build a beautiful China","promote green development","develop green finance","expand energy conservation and environmental protection industries",and "focus on solving prominent environmental problems".The modernization we want to build is a modernization in which people and nature coexist harmoniously,which points out the direction and path for China's ecological civilization construction and green development in the future.To achieve the healthy development of cities,sustainable development is the theoretical guide,and economic green transformation is the only way.Economic green transformation is a key means to resolve the contradiction between economic growth and environmental protection,and it is also an important strategy to achieve high-quality economic and social development in China.Northwest China has a vast territory,rich energy resources,many resource-based cities,and the leading industries are mostly industries.Compared with the central and eastern regions of China,the development of Northwest China is facing many problems,such as unbalanced industrial structure,backward urban development level,weak ability of automatic restoration of ecological environment,and the transformation and development of green economy is facing a severe test.How to measure the green transformation level of urban economy scientifically and reasonably,and how to integrate the green development and ecological civilization construction into the economic construction better,is of great practical significance for the realization of the green transformation development of urban economy in Northwest China.First,the Undesirable-SBM model was used to measure the economy green transformation efficiency of the northwest urban economy from 2008 to 2017.The overall efficiency of green transformation of urban economy in Northwest China shows a trend of decreasing first and then increasing.The areas with better efficiency of economic green transformation are Shaanxi Province and Gansu Province,while the overall efficiency of economic green transformation in Ningxia Hui Autonomous Region is poor.Among them,Yulin,Yan'an,Qingyang and Karamay are the cities with the best efficiency of economic green transformation,and Wuzhong and Zhongwei are the cities with the worst efficiency.At the same time,the entropy weight method is used to measure the green transformation level of Northwest urban economy.On the whole,the green transition level of the economy of northwest cities shows a growing trend,but the growth rate is extremely slow,with the average annual growth rate of most cities between 0.01 and 0.02.The level of economic green transformation is relatively low,and the level of economic green transformation of most cities is between 0.2 and 0.5.Secondly,Python text analysis is used to analyze the policy text of industrial green transformation in Northwest China.The number of policies on industrial green transformation issued by the Northwest City Government showed an overall upward trend.Shaanxi and Gansu have always been in a leading position,while Ningxia,Qinghai and Xinjiang have always been in a relatively backward position.From 2008 to 2011,the number of policies issued by the provinces each year was no more than 500,which is a relatively low level.From 2011 to 2015,the number of policies issued by provinces increased to a certain extent,but the growth rate was relatively slow.From 2015 to 2017,the speed of introduction of industrial green transformation policies in all provinces has been greatly improved,and Gansu Province has the largest growth rate.When extracting key words from the policy document for text analysis,it is found that "construction" and "enterprise" have the highest word frequency and the largest weight among all words,ranking the top 2.Words such as "quality","pollution" and "energy saving" are also relatively heavy.In some provinces,words such as "dust","coal","boiler","motor vehicle" and "gas" also ranked in the top 10.In terms of the number of cities in Northwest China that introduce industrial green transformation,the overall number of cities is gradually increasing.Finally,AHP and entropy weight method are used to analyze the green transformation of urban economy from the perspective of corporate cognition.From the perspective of the influencing factors of urban economic green transformation,entrepreneurs believe that the most important thing is policy support,with a weight value of 0.2939,followed by the natural environment,with a weight value of 0.2028,again a resource endowment,with a weight value of 0.1943,and finally economic level and technological innovation,the weight values are 0.1660 and 0.1430,respectively.Regarding the enterprise's green transformation path,the enterprises choose the most in terms of safety production is to strictly regulate the production mode of enterprises,the most in terms of environmental protection is to reduce the emission of human pollution,the most in terms of scientific and technological innovation is to improve or invent new patents,and the most in terms of efficiency improvement is to train employees.The main driving force of enterprises' green transformation is that the government encourages enterprises to carry out clean production and energy conservation and emission reduction,enterprises take the initiative to assume social responsibility and green culture,as well as the impact of suppliers' green strategy and environmental management technology introduction.
