Low-carbon economy has been the focus in the world due to the climate of changeand the adjustment of energy strategy, which is caused by the shortage and the vergingon exhaustion of the fossil energy. In addition, since the outbreak of the financial crisis,all the countries in the world are actively exploring the new areas of developingeconomy. Many countries want to recover their economy by developing low-carboneconomy, by which they strive for developing space and improve their own competitiveadvantages of science and technology in economy. As a second largest emergingeconomic power country, China is under pressure of the rapid industrial growth, thelimited capacity of bearing recourse and environment, and the commitment to reduceemission, which forces China to transform the traditional mode of economic growth intothe development low-carbon economy.As one of the old industrial bases in northwest China, Baoji is a deputy center cityin the Guanzhong-Tianshui Economic Zone, the important transportation hub whichconnects Shaanxi Province, Gansu Province, Ningxia Province and Sichuan Province. Itis also an important traffic node in the Guanzhong-Tianshui Economic Zone. In the“12thFive-Year-Plan, like other old industrial cities in northwest region, it is the keyperiod of the development of industrialization and urbanization for Baoji. But Baoji isalso in the embarrassment of the unreasonable structure of energy and industry, theecological fragility, the serious resource consumption and the worsening environment.Under the background of new west development, it is an urgent matter for Baojigovernment to how to seize this opportunity, break through the former developmentmode and win the advantage of backwardness.From the perspective of transformation of government functions, by usingliterature analysis and empirical research, this article explores how to play good roles inthe development of low-carbon economy. It shows that government should first build agood system environment and policy guidance, then change government intervention tomicroeconomic activities by administrative enforcement, and provide quality publicservice for the development of low-carbon to satisfy the public demand.
