Performance management is the core of human resource management, but the key link of performance management is performance assessment which relates to staff disposition and payment development in the whole enterprise. Moreover, the whole performance and competitiveness of one enterprise are directly affected by performance assessment. Therefore, the particular important research topics of today's enterprises are how to strengthen self-awareness of enterprise management; how to set up payment management system and distribution program which are in accordance with the modern enterprise system and good to self-development of enterprises; how to establish an effective performance appraisal system, to maximize the potential of corporate human resources, to adequately mobilize the enthusiasm and creativity of employees.Performance assessment of enterprises is a centralized concept which describes the completion and operating effectiveness of payment distribution system, and it is also a fussy set which is composed of several relative elements. Performance assessment sets up fuzzy comprehensive assessment models by the use of the basic principles of fuzzy mathematics, which could thoroughly and scientifically evaluate the payment performance of enterprises to realize the shift from the objective to the subjective, from the qualitative to the quantitative and to provide a kind of scientific ideas or methods for the promotion of the continuous improvement of payment performance in enterprises.This thesis is based on the current situation of our country's payment distribution and performance assessment in tobacco industry, which starts with numerous performance assessment problems of Tobacco Monopoly Bureau in each county and combines with the relative theories and methods of modern enterprises'payment management. This thesis, pointing to the business features of each functional section and staff's engaged works of An'sai County Tobacco Monopoly Bureau(Branch) , applies the fuzzy comprehensive assessment model to thoughtfully evaluate the impossible qualified fuzzy factors which are out of illegible denotation and make a scientific, fair and reasonable measure of each functional section's and each staff's performance on the basis of the disposition of indicators for personal performance appraisal, which considers the harmonious and united relationship between the inside fair and outside competitiveness. This thesis tries to revise the measure deflection and qualitative analysis of inside current performance assessment design in terms of maintaining the general payment distribution system of enterprises in cities and to set up new sections and staffs'performance assessment system. Through the explicit and careful division of quantitative indicators, the performance assessment of each section and each staff could have scientific and objective bases, and the measurement of obligation, right and benefit becomes much clearer. A kind of new distribution system which is based on achievements to determine payment is expected to be formed through thoughtfully breaking current payment distribution system. In addition, this thesis aims to completely solve the mismatch between payment distribution and operating achievements and adequately reflect the fair distribution principle: Get more pay for more work done and finally to promote the formation of performance assessment system which could guide the county level Tobacco companies and other enterprises.
