Comprehensive Evaluation And Optimization Of Tobacco Logistics Distribution Network Layout

Tobacco logistics which is the tobacco industry’s core business involve in the the whole industry chain of the tobacco industry. The sustained and healthy development of the tobacco logistics is the key to improve the overall effectiveness and competitiveness of China’s tobacco industry. However, China’s tobacco logistics even exists optimization space in the construction of a logistics center, logistics center location, logistics distribution lines planning and layout. And tobacco logistics research is generally in research institutes, which makes research out of touch with the market. In addition, due to the short development time, most of the domestic tobacco logistics research is simply referring to foreign experience. Therefore, comprehensive evaluation of tobacco logistics network layout is very necessary, because it facilitates tobacco logistics sales network throughout the country.To this end, this paper analyzes the impact of suppliers, customers, distribution centers, external environment, and other factors on tobacco logistics network layout. Then, based on the theory of industrial layout and regional logistics theory, the paper learns from relevant research results at home and abroad and constructs the evaluation index system of the tobacco logistics network layout including thirty one indicators (economic cost, service levels and flexible) and eleven secondary indicators. Second, based on the analytic hierarchy process and fuzzy comprehensive evaluation method, the paper proposes comprehensive evaluation model applied to tobacco logistics distribution network layout. Finally, in order to verify the practicality and feasibility of the tobacco logistics distribution network layout evaluation indicators and evaluation model, this paper evaluates the Fuzhou tobacco logistics distribution network layout and proposes optimization measures based on evaluation results.The theoretical significance of this paper is mainly two things:first, design and build a more comprehensive, objective tobacco logistics network layout evaluation index system for the characteristics of tobacco logistics. Second, combine of the analytic hierarchy process and fuzzy comprehensive evaluation, build the evaluation model to tobacco logistics network layout, which enriches tobacco logistics network layout evaluation model.The practical significance of this article has three main points:first, provide evidence and theoretical support for the tobacco logistics enterprises in Fuzhou and other logistics distribution network layout to make the tobacco logistics and distribution network layout more reasonable and scientific. Second, provide references for the State Tobacco Monopoly Bureau, China National Tobacco Corporation and other relevant departments to develop policies and measures to promote tobacco logistics network layout rationalization and tobacco logistics management modernization, integration. Third, promote the sustainable and rapid development of the tobacco logistics industry, consolidate and give full play to its role in promoting the tobacco industry to improve the competitiveness of China’s tobacco industry and protect the status of China’s tobacco industry in the national economy.
