Nowadays China has the biggest tobacco market in the world. The tax revenue of tobacco makes up a significant share in the national fiscal revenues. However, the current tobacco logistics problem is increasingly restraining the development of tobacco industry. How to optimize the logistics and how to improve the overall efficiency and benefit of the tobacco industry has become a major subject of the tobacco industry development of our country. As early as the beginning of this century, Zhejiang Tobacco Group, the industry leader, realized that developing the modern logistics is an important means of improving the core competitiveness of an enterprise. Its logistics center started official operation in 2005. So far the centre has almost achieved its goal of being "domestically top and internationally advanced". However, after years of running, the consideration insufficiency and deficiencies of the original logistics system design begin to show up. Therefore, to study the assessment and optimization of tobacco logistics distribution network layout of Zhejiang Province not only can offer a reference for Zhejiang Tobacco Group to further push on the modern logistics construction, but also can provide experience and inspiration about modern logistics construction for other domestic tobacco enterprises.Under this background, this paper define the concept of logistics, logistics centre and tobacco logistics distribution network. Based on these concept, the paper theoretically analyzes the principle, content and main pattern of tobacco logistics distribution network design. Accordingly, the paper constructs a tobacco logistics distribution network assessment indicator system which consists of five first-grade indicators and twenty-one second-grade indicators, wherein the five first-grade indicators include cost, location and space, environment, resource supply, and transportation and storage system. Secondly, the paper briefly introduces the general situation of tobacco distribution network of Zhejiang Province and make a comprehensive assessment about the network through fuzzy analytic hierarchy process method. Lastly, this paper put forward recommendations and countermeasures regarding how to optimize the tobacco distribution network of Zhejiang Province.The main conclusions of this paper are as follows:firstly, among first-grade indicators, when assessing tobacco logistics distribution network layout, cost is the most important factor, followed by resource supply, transportation and storage facilities, location and space, and environment. Secondly, among second grade indicators, labor cost is the most important factor in terms of cost, technology is the most important factor in terms of resource supply, system informationization is the most important factor in terms of transportation and storage. Thirdly, the tobacco logistic distribution network layout of Zhejiang Province can be overall rated as "better", wherein the assessment score of cost, environment and resource supply exceed the general score. The three factors are also rated as "better", whereas the location and space, transportation and storage system are rated as "fair", which are two bottleneck factors of tobacco logistics distribution network layout of Zhejiang Province.
