Cleaner production (CP) is an effective approach to control industrypollution; the overall environmental strategy is steadily applied to production processes,products and services by CP. CP assessment is a key factor in CP process, it's sensible for usto search for effective, scientific CP assessment method,so that we could assess the level ofCP in oil production plants accurately, put sustainable cleaner production into practice.The paper illustrates CP and the related theories systematically in terms of the concept,and evaluation of CP; describes the status of the shengli oil production's CP; establishes CPassessment index system Combining the characteristics of the oil extraction industry. Theevaluation index is divided into five first-level indexes, such as production process andmanagement indicators, resources and energy utilization indicators, pollutants indicators,products indicators, environmental management indicators, and 21 second-level indexes. Onthat basis, the paper combines the Excessive Weighting method and the Fuzzy Math methodto evaluate the CP lever;at last, analysis problems of CP and puts forward some correspondingmeasures for improvement according to the evaluation result.The paper drew the final conclusion that at the pressing background of the accelerativedevelopment, we have to actualize CP in order to realize the object, because the task of theprotection of industry pollution is more difficult. Only if carrying out CP, the industrialpollution can be preempted, he pollutants and emissions can be reduced radically, thecontradiction between environment and economic can be solved effectively, and the oilproduction plant's management can be improved with advantage and achieve theintensification of economic production.
