Study On Sustained And Effective Organization Of Cleaner Production In The Thermal Electricity Enterprise

Electric power is the lifeline of the national economy,and the thermal electricity plays the greater part of electrical industry in China.However, the coal-fired power plant will release pollutants, such as SO2 etc, especially CO2 would make global warming, which severely restrict their development.To promote the coordinative development, it is necessary and urgent to put cleaner production into practice in China so as to solve the problem,where the production and the consumption of the energy source mainly depend on the coal.The implementation of "The Law of Promotion of Cleaner Production in P.R China." leads the cleaner production to a legal and standardized road, brings a series of new environmental policies, and puts more pressure on the coal-fired power plant in order to promote them to carry out the cleaner production. The exploration and application of the clean coal technology laid a foundation for the technology of the cleaner production in coal-fired power plants. Here it is vital to establish an actual and practical management system of cleaner production. This thesis profoundly formulates the theory of cleaner production, environmental management policies and means, establishes the management system of cleaner production in coal-fired power plants based on analysis of the polluting mechanism, existing clean coal technology,main problems and advantages on promoting cleaner production.The core of the system, consisted of both restriction and reanimation, is to create a comfortable atmosphere of cleaner production. The system can make full use of the market mechanism and impels the development of cleaner production in coal-fired power plants. By analyzing main problems on basic situations, production process,discharge of pollutants and cleaner production management in SDIC Qinzhou Electric Power Co.,Ltd,the thesis puts forward fourteen cleaner production scenarios and evaluates their feasibility. Coal-fired power plants promoting cleaner production may benefit from the programs.In order to promote cleaner production continuously, coal-fired power plants should make great efforts on the producing technology and equipment,also reinforce comprehensive supervision and life-cycle control within the enterprise. Furthermore, coal-fired power plants need scientific policy and perfect mechanism to constantly get a break in cleaner production and go the effective way of real sustainable development under the guide of the Scientific Outlook on Development.
