Cleaner production is the best mode toprevent industry pollution, not only importantmeasure for the transformationofeconomic stimulation, but also the inevitable way to achieve sustainable industrial development. Doing cleaner production well can make the unity of economic and environmental benefits come true finally. Cleaner production represents the direction of the world industrial development, its core is to change the idea of relying on"End of the Treatment", with the priority to pollution prevention, carrying out cleaner production is an important measure to realize the sustainable development strategy. Cleaner production audit is an important content and effective tool. It is a key technical approach which enterprises implement to carry out cleaner production. However, traditional cleaner production audit, is only through the simple application of analytic hierarchy process and comprehensive evaluation of Fuzzy Mathematical,to study of cleaner production input-output ratio scientifically and quantitatively,and solve the problem of standardization of cement industry clean production performance evaluation. Or carrying out cleaner production audit by life cycle assessment, assembling and evaluating the product system life cycle from the input link to the final output, and its potential environmental impact,to avoid false outcome of other analysis methods, which is clean to the phase of production but not to the whole life cycle.There are three characteristics in cement industry:First, the production of raw materials are limestone and clay,which comes from natural environment, with the same harmonical attribute Of earth environment and atmosphere, is closely related to the natural ecological environment.Secondly,cement industry consumpts a quantity of electricity and coal resource.Thirdly, large amounts of dust from production pollut environment severely.Therefore, cement enterprises need promote cleaner production, reducting pollution and load pressure on the environment to realize the energy saving and consumption reduction.This article describes the development status of domestic and abroad clean production, the related content of clean production, the process of cleaner production audit, and cement industry clean production performance, the basic theory of fuzzy comprehensive evaluation, life cycle assessment, analyzing the entire life cycle of cement, at the same time,making clean production performance evaluation. Taking a cement Limited Liability Company of ShimenHailuo (branch of Anhui Hailuo group company)as an example, through confirming the purpose and scope, analysing inventory, assessing impact and explaining results, this four steps research cement on the whole life cycle. According to the characteristics of cleaner production of cement industry, we choose the appropriate evaluation indexes, the structure of target layer, criterion layer (4) and index (24), to establish cleaner production evaluation index system. On this basis, we adopt the combination of quantitative and qualitative method to construct fuzzy comprehensive evaluation model of cement Limited Liability Company of ShimenHailuo for cleaner production assessments find out the weak links of the cleaner production, and formulate the corresponding cleaner production plan. Enterprise saves70372OOyuan/a of electric energy,8000000yuan/a of BiaoMei,546000yuan/a of raw materials fee,2700yuan/a of water fee after implementing cleaner production plan. We overcome the one-sidedness of single index method effectively by analyzing the performance of cement enterprise itself and socity after the implementation of cleaner production,.prove the scientificity and rationality of research methods.
