Since 1973, David C. McClelland, a psychology professor of Harvard University, put forward "competency" in "Testing Competency Rather Than Intelligence" written by himself, many scholars from home and abroad have already done a large amount of research and exploration on this, which have also opened up the new idea of research for human resources management, and played a important role to promote the development of the subject human resources management, and had the important realistic meanings to strengthen the management from organization to people and promote the key competitiveness correctly.Meanwhile domestic IT trade develops rapidly and now it has been important force of national economy. Different from traditional manufacturing, R&D cost accounts for most in products of IT trade and R&D workers are most important intellectual capital. However currently most research focus on managers in different trades and pay little attention on R&D workers.So the thesis attempts to build competence model of the R&D workers in IT enterprise on the basis of research achievements before, expecting to offer basis for choosing and allocating the R&D workers of IT enterprise scientifically and objectively, and make some contributions to enrich the theory and empirical research of competence.Selecting R&D workers in IT enterprise as researching object, the thesis collects competence items of informal questionnaire by analyzing documentary,questionnaire,interviewing and other methods. After pretest, the thesis analyzes the results qualitatively and quantitatively and forms formal questionnaire. After surveying over 300 persons in five cities where IT enterprises focus, and then through statistical analysis on data from formal questionnaire the thesis obtains R&D workers' competence model of IT enterprise:accomplishment motivation, good working mode, self-evaluation, learning ability, logical and systematic thinking ability, knowledge and experience,overcoming difficulties ability, innovation ability,communication ability, teamwork spirit and customer idea. And then the thesis validates competence model using SEM software.At last the thesis brings out competence evaluation index system and evaluation flow.The correlative enterprises can evaluate R&D workers using results of the thesis and provide support for HR management including selection, training and development, performance appraisal, salary management and career development planning.
