A Research On The Human Resource Manager’s Competence Model Of Private Enterprises In Shaanxi

Since the reform and opening up, the private enterprise in China suddenly rises as a newforce and has become the backbone of Chinese national economy. The development of Shaanxiprivate enterprise has made a great contribution to Shaanxi economics. After a rapiddevelopment of private enterprises, Shaanxi encounteres a shortage of talent and a highturnover of talent, how to improve the situation and to improve the HR management level isvery important for Shaanxi private enterprises. Domestic and foreign research on HR managers’competence has been very rich, but the research on regional private enterprise is rare.Based on literature review of HR managers’ competence, combined with thecharacteristics of Shaanxi private enterprise and its HR management status, this research usesliterature analysis, job analysis, comparative analysis, recruitment advertisement anylasis toextract twenty competence indices of HR manager in private enterprise in theory. Then aquestionnaire survey was conducted in the enterprise of Shaanxi area, through factor analysisand descriptive statistics methods this research constructs the HR manager competence modelof private enterprise in Shaanxi. The model includes5factors and23competence items,according to the degree of importance they are divided into two levels. A further analysis of themodel has been done with the statistical method from the perspective of the nature of enterpriseand levels of management. Finally, this research discusses the application of the model in HRmanagement of private enterprise.This result in this research can provide reference for HR managers’ recruitment, trainingand performance appraisal.
