With the reforming of the socio-economic formation and the development of scientific management, modern enterprises take human resources as the first resources. Human resources management is considered as the philosophy. The enterprises improve their competitive power by strengthening human resources exploitation and management. They make full use of the function of human resources management and cultivate talented persons with the realization of enterprise's strategic targets.The competence is the foundation and the logical beginning of human resources management. On the basis of competence model, human resources management can operates relatively and effectively. The inside and outside environment, the status of human resources management, as well as the theory of human resources management and its development affect the level and efficiency of enterprise's human resources management directly.Promotion of the staff's competence is not only the logical beginning of human resources management system management system, but is the ultimate objective of human resources management. The essential meaning of human resources management lies in promoting the staff's competence. The only way to promote competence of the staff is able to change their present situations, to obtain the demand for self-realization. As the first resources, the staff can become the core competitive power of enterprise, when the human resources come to be high competence resources.Competence models are different when duty, profession and cultural environment changes. Take Jiangsu Mobile as example to demonstrate the whole construction of competence model. The competence model should be evaluated and confirmed by management practices.To meet the development of social economy, enterprise must construct human resources management system based on the competence model.
