With the reforming of the socio-economic formation and the development of scientific management, modern enterprises take human resources as the first resources. How to recruit and effectively develop the people those who have excellent competence has already being an important text the human resource managers facing.A lot of examples studies showed, the cause one who come to be successful is decided by his ego-value, character and emotion. The competence behind one's heart is valuable and human resource managers should dig and cripple it. The enterprises could instruct a bridge between improving their competitive power and developing the key skills of human resource by setting competence model. It also can insure the rightness of the other parts of human resource management.Traditional recruitment and training system paying attention to job seekers'acknowledge and job experience hasn't think much of the character and the value of sales. It has already made a bad infection to the sales recruitment. Competence model is a new method and mean of human resource management. It can be helpful to settle the problems in traditional recruitment system, improve the effect of recruitment and enhance work efficiency if people apply it to the corporation recruitment. As sales, those who connect the customers with the telecom operating companies, will strongly influence the customers' satisfactory and loyalty through their competence and their service quality. The paper takes sales as example to demonstrate the whole construction of competence model by works study, psychology test and Behavioral Event Interview. Build up a competency model including critical competencies, the definitions and behavioral performance. Besides, this research builds up a human resource management system based on the competency model, including sales recruiting and training system. The competence model should be evaluated and confirmed by management practices. At last, take X Company for example, designed a sales recruiting and training system based on the competence model, discussed the result of the practice. It can improve the efficiency of sales recruitment greatly.
