With the deepening of China's economic system reform, all kinds of enterprises will face to the fierce competition. Every enterprise must be thought, how to keep in unbeaten state and to reach the long-term business objectives in the increasingly fierce competition in the market economy. The advent of economic globalization and knowledge economy era, let us clearly realized that the knowledge-based staffs is the effective power and significant influence to maintain a long-term and stable development for enterprises. How to supervise knowledge-based staffs also becomes one of the important issues to attract the special attention and study of scholars and enterprises at home and abroad. In the management practice, state-owned enterprises have been seriously challenged in the management of knowledge staffs. Therefore, it's the key for the state-owned enterprises reform and development to form an effective incentive mechanism inside, how to tap the potential of knowledge workers, to stimulate the enthusiasm and to promote their growth and self-realization. At present, however, China's state-owned enterprises have not yet formed a rational and effective incentive mechanism to adapt to market economic development. At the knowledge-based economy background, the core staff of state-owned enterprises refers to the central nervous system in the enterprise as a knowledge-based staff, it can be said, to urge the person and the heart of knowledge staffs will retain the state-owned enterprises' life. How to attract and retain the knowledge-based employees, foster their loyalty, encourage their innovative efforts, grow together with state-owned enterprises, has become a major challenge for the most of state-owned enterprises.A separate analysis of the knowledge-based staff incentive mechanism in existing problems and shortcomings in state-owned enterprises, as will analysis more thorough and intuitive between state-owned enterprises and other types of enterprises conduct a comparative, so in this article, on the issue of knowledge-based staffs incentives, not only knowledge-based employees in the enterprise plays a vital role, but also make a comparative analysis of the current condition of state-owned enterprises and foreign enterprises, especially in the form of incentive application. Aimed at doing a better analysis of reasons for the serious loss of talent in the state-owned enterprises, raise the corresponding measures to remedial measures.
