As the development of global economy and information dissemination, themarket abroad is changing rapidly and our companies are facing increasingcompetition and challenge from all over the world. In order to promote their marketshare, our companies try their best to improve core competitive to satisfy customers’volatile demands. They also pay more attention to expand market share to gain maxprofit. However, due to this changeable environment, our companies it important toknow how to use their resources which all the managers should pay more attention to.There is no reason to doubt that human resource is the most important one amongthose resources which companies can use to acquire and hold on core competitive.This paper can be divided into five parts, it analyzed strategic human resourcemanagement in the first part; then illustrated some related concepts which includeshuman resource management, core competitive, partnership, human management;after this introduce the process of constructing strategic human resource managementsystem from three aspects, recruitment management, training and career planningmanagement, performance appraisal and pay management, demonstrated the importanteffectiveness to strategic human resource management separately. And among thosethree aspects which also analyzed practices of the Chen Zhou Tobacco Co., and thenput forward some relevant tactics for international development of this enterprise; andexpect to reach the original intention, which has some directional meaning in practiceof human resource management in the process of international development of otherenterprises.Chen Zhou Tobacco Co. put forward the "let the human resources becomestrategic partner" human resources management strategy, and the human resourcesmanagement ascend to the height of the strategic management in the process of reformand development so as to realize the consistency between human resources andenterprise strategy development for obtaining the core competitiveness of theenterprise. Finally, we can achieve a "win-win" situation among enterprise, employees,and customers. In this process, human resources management tasks including all of itsemployees behavior management.
