High-commitment work systems is a human resources management system, which committed to improve the employee commitment to the organization. Previous studies had shown the human resource practices such as employee participation, performance (team and employee behavior) assessment, information sharing, which can improve the staff commitment and improve organization's performance. As the knowledge employee's centralized organization, it's important that public research institute to do organizational commitment for improving the overall performance. But there are difficulties for itself to implement the thorough commercialized human resources management because of institutional or mechanism's difficult. The reasonable way introduction of high-commitment work systems will be helpful for getting out of trouble under the existing system frame.Based on the study of the strategic human resource management theory and the investigation employee job satisfaction and performance levels in many public research institutes, this paper try to find out the construction factors and methods of high-commitment work systems in public research institute. And the paper try to show that the influences of the different combinations of human resource practices. Then it put forward countermeasures that is how to build high-commitment work systems to improve organizational commitment performance in a public research institute.The first chapter expounds the background and significance of the research and the main research method.The second chapter is the theory section, including: human resource practices and their effects, the origin and development of high-commitment work systems theory, staff work attitude and behavior, such as organizational commitment, job satisfaction, turnover intention, the individual performance.The third chapter is the exploratory research of high-commitment work systems in public research institutes .Based on the study of the stuff's idea, to find out the constitute of high-commitment work systems in this type of composition.The fourth chapter is the effect research of the high-commitment work systems, which confirm the high-commitment work systems'sphere of effect and the function effect through investigate the employees'satisfaction degree and the leaders'appraisal of the employees'achievement . The fifth chapter is aims at the present situation and above analyzes, and the suggestion about constructing the reasonable high-commitment work systems and promoting the organization commitment aspects.This paper has designed the target-oriented questionnaire, which profits from the mature questionnaire structure in the empirical study. It rigorously and objective invested the human resources practice's present situation from the employees and the leaders aspects in public research institutes. And it take this as the supports to analyzes the high-commitment work system's movement and the function situation. In the segmentation domain that is the former scholar little involves, it proposed some suggestions about how to promote the organization commitment and the organization achievements level.
