Project Management And Control Research Of Cleaner Production In No.3 Oil Production Plant Of Daqing Oilfield Company

Since the industrial revolution, especially since the 1960s, serious environmental pollution and ecological damage have occurred in many countries because of the rapid economic development. Moreover, it has led to a series of environmental pollution incidents that shocked the world. Facing these difficulties, some enterprises improve the efficiency of the resource use and reduce the pollutants in the production process, which has achieved good economic and environmental benefits. Thus they summarize and bring forward the new production strategy and pollution-control strategies such as waste minimization, source reduction, non-waste or less–waste technology, and pollution prevention. On the basis of summing up the above approaches, the United Nations Environment Programme in 1989 proposed a concept of Cleaner Production in 1989. So the cleaner production formally embarked on the implementation of the internationalization.Although our country began to implement the concept of cleaner production officially in 1993, the development of cleaner production was still in a slow progress. Many enterprises and government departments lack for the understanding of cleaner production so that the cleaner production cannot be carried out. And, the existing environmental management system tends to the end of pipe treatment as a whole, which to a certain extent affects the implementation of cleaner production strategies. For many industries including the oil exploration industry, our country has not established relative standards of cleaner production so that the cleaner production in oil exploration industry lacks for the effective guidance and norms. The diversity of the production process in oil production plants and the extensity in geographical distribution determine the pollution source with a feature which is broad in coverage, diversity ,unstable emission, difficult to deal with and low compliance rate.A seminar has been held by the cleaner production audit team members in the third oil extraction plant. In this round of seminar, the professional team members verify that this round of cleaner production program has basically reached the expected results and promoted the work processes in environmental protection and cleaner production in the third oil extraction plants. In the new period of development, the third oil extraction plant will make use of the existing ISO14001 environmental management system and create the green business and friendly enterprises. Through the combination of the various means, the third oil extraction plant is to enhance the staff overall quality, innovate in the management mode or technology means and the use of resources to further tap the potential of cleaner production and make contributions to the sustainable strategies of corporate development, environmental and ecological protection.The thesis is divided into four parts.The beginning of the paper is the preface, which briefly describes the practical background of this research, the significance to the sustainable development of Chinese oil enterprises and points out the importance of this research.The first chapter mainly studies the applications of cleaner production in solving the problems of the third oil production plant in Daqing Oilfield Company from the view of cleaner production's meaning, developmental process, production technique and the role and channels in controlling the pollution source of the oilfield. It focuses on the main problems existing in implementation of cleaner production of Chinese major oil fields and analyzes the causes of the problems so as to provide basic research ideas and frameworks for the follow-up study.In the second chapter, based on the general situations of the third oil production plant in Daqing Oilfield Company, the paper makes discussions about the pre-planning of carrying out the cleaner-production. About the planning of the cleaner production, the paper summarizes the features and values of four cleaner-production modes. They are respectively the production mode on reducing the pollutants, the mode mainly on saving energy, the mode on saving energy, lowering cost and reducing the pollutants, the mode on sustainable development. Meanwhile, it proposes some considerations about the plan of the project organization and further makes discussions about the problems which should be paid attention to from seven stages after the combination of auditing process.On the base of the second chapter, the third part discusses the management and control methods in implementation process. At the beginning, it talks about the three steps on sustained phase of the cleaner production. First, it is to establish the production organization of sustained cleaner production. Second it is to improve the management system. Third, it is to persist in cleaner production plan. Then the paper makes a preliminary discussion about the cost management of production projects which influences the cleaner production. At last, it focuses on studying the quality management in implementation process of cleaner production and brings forward to the close correlation between PDCA circulation methods and cleaner production so as to make clear that cleaner production is an important part of quality management process.The above three chapters make a full discussion about the mode and method to carry out the cleaner production and draw a conclusion in chapter four. Through the analysis of production potential of the third oil production company, it proposes the specific recommendations subject to sustainable cleaner production management in the third oil production plant. The values of this study are also reflected in this part. It is recommended that strengthening the role of TQM and TQEM in lasting cleaner production is important to the sustainable development of Chinese oil enterprises. On this basis, the establishment of an environment management system which considers cleaner production as a strategic goal should be given primary importance among priorities in Chinese sustainable economic development. Through putting the cleaner production strategies into the establishment and operation of the environmental management system, we can develop or avoid their respective advantages and disadvantages and implement the cleaner production in a standardized and systematic environmental management method to make the cleaner production sustain. Thus, it enables the organization's environmental performance improve continuously so as to serve for the sustainable development.The last part is the conclusions. It predicts the future implementation of cleaner production in our country. First of all, the development of cleaner production is the requirement of achieving the sustainable development. Secondly, it is an effective means of controlling environmental pollution. Thirdly, it can greatly reduce the burden on the end of treatment. Fourth, it is the best way to enhance the organizational market competitive forces.The cleaner production is a systematic project. On one hand, it advocates the technology modification, renewal of equipment, waste recycling and other ways to achieve energy conservation, low-cost, pollution reduction, and efficiency increase so as to reduce production costs and improve overall organizational efficiency. On the other hand, it emphasizes on improving the organizational management level. It means to improve the economic awareness, environmental awareness, management awareness, skill level, and professional ethics and so on in all the employees including management personnel, engineering and technical personnel, and operational workers. At the same time, the cleaner production can effectively improve the working environment and operation conditions and reduce the impact in the production process to the health of employees in order to establish a good social image of the organization, promote public support for their products and improve the organization market competitive forces.
