With the arrival of the knowledge economy era,the enterprises are facing fierce competition in domestic and international market. With increasing competition in economy, enterprises are facing not only the continuous external impact, but also the pressure caused by their internal growth. A growing number of managers have realized that the competitiveness of enterprises in the final analys is the talent competition. Therefore, enterprise managers are paying more and more attention on human resource management.Human resource management is a management activity to increase output by changing the input of the people. Modern human resources theory regards man as the enterprise’s internal customers. Only after all kinds of demand of enterprise internal customer are satisfied, will they raise their enthusiasm and satisfaction.And then they will better serve the enterprise external customers.As a core part of modern human resource management system, performance management plays an important role in human resource management. And also it is an important guarantee of the strategic management of the enterprises. How to design and establish a set of performance management system to adapt to the development needs of enterprise strategy, for the numerous Chinese enterprises, is a major issue.AS a state-owned enterprises, CY has made remarkable achievements in its development of nearly 50 years, but in the face of increasingly fierce competition, many internal problems have exposed one by one, for example enterprise strategy is clear, but only stay in the slogan stage, not fall to the ground; bloated organizational structure, more personnel than work available; Performance management can not play a practical role etc.In this paper, the author research the company’s many problems in the implementation of the performance management process, and in-depth analysis of these issues. And then the author design a set of performance management system for CY company based on the balanced scorecard. The author hope that through the performance management tools based on the balanced scorecard, CY company can combine the strategic and performance management. The author also hope to achieve common development of enterprises and employees,reaching a win-win situation. Finally, the author describes the operation system of performance management hoping to have a positive reference for the same type of manufacturing enterprises...
