Study On The Sustainable-development Pattern Of Anti-poverty In Northwest China

The year of 2010 is the final year of "National Program for Rural Poverty Alleviation (2001-2010)" implementation. Since the implementation of the program, poverty alleviation in China has made remarkable achievements. Not only achieving the target of halving poverty for United Nations "Millennium Development Goals", but also the poverty-stricken areas have been enhanced the economic strength, infrastructure has been improved, the initial trend of ecological deterioration has been checked, the level of poverty alleviation and development work has improved significantly. But the constraints in poor areas and the poor development of deep-seated contradictions still exist, the scale of poor is large, natural disasters are frequent, speed of economic development is slow, the pressure of into poverty once again is deep, the task of poverty alleviation and development is still difficult.The northwest region is the main distribution area of China's poverty-stricken population. Harsh geographical environment, backward cultural values, weak economic foundation and other factors make the northwest a more arduous fighting against poverty. At this stage, as the international and domestic economic and social environment of the development and changes, China's poverty alleviation work is faced with new problems. The traditional anti-poverty models are no longer assuming a broader anti-poverty mission. In view of this, this article is based on anti-poverty northwest issues, in the review and evaluation of the traditional anti-poverty model, using self-organization theory to analyze the dilemma of participation mode of poverty alleviation and farmers'cooperatives, putting forward the anti-poverty model-" whole village advance & farmers'cooperatives ", integrating the various resources which government invested in northwest region, improving the degree of organization of farmers, increasing their self-development capacity, increasing the income of peasants. The poor region's economy will have a healthy and sustainable development. And strategic goal of anti-poverty will truly realize in the northwest region.
