Research On Rural Poverty Alleviation Mode In Hebei Province

The party's nineteenth report points out the implementation of the rural rejuvenation strategy,proposing the path of poverty reduction with Chinese characteristics.The central rural work conference held at the end of this year pointed out that the implementation of the strategy of rural rejuvenation is an urgent requirement to solve the major contradictions of our society in the new era.In 2018,the central government No.1 document focuses on poverty alleviation,it is pointed out that it is a prerequisite to realize rural rejuvenation and get rid of poverty,and resolutely fight the campaign of building a moderately prosperous society in all respects.Hebei province as the key province of poverty alleviation in China,there are many poor people and the poverty is complicated,most of them are in areas with poor transportation,such as mountainous areas,which can lead to heavy lifting.Therefore,it is very important to choose suitable poverty alleviation mode in this region according to local conditions.On the other hand,in theory,poverty is closely related to economic development,and poverty alleviation is the proper meaning of China's rural development,and the study of poverty has certain theoretical significance.In this study,we selected three typical models of poverty alleviation,including industrial poverty alleviation mode,the whole village promotes poverty alleviation model and the mode of relocation of poverty alleviation.Profound analysis on the rich road with self development characteristics,and worthy of reference and application to promote poverty reduction mode.At the same time,sum up the experiences of the development of various modes as well as the relevant inspiration,through the comparative analysis of every mode selection factors and implementation conditions,put forward corresponding countermeasures and suggestions,provide a realistic basis for poverty alleviation in other poverty-stricken counties in hebei province.The study in the field research method,case method,using methods of comparative analysis,sum up,through reading related literature to get the relevant information,and careful analysis to this problem at home and abroad research ideas,research framework and its limitations.Through the field visits to the selected cases area,in-depth investigation and analysis of the research,to try to make this study closer to the reality.This study is based on the development experience of three typical rural poverty alleviation modes in hebei province:Aiming at the mode of industrial poverty alleviation,starting from the establishment of the risk prevention and control system of poverty alleviation and development and the decisive role of market resources allocation;The whole village promotes poverty alleviation model from the broaden financing channel,constructs the diversified input mechanism and pays attention to strengthen the construction of the rural grassroots political organization.In view of the the mode of relocation of poverty alleviation,the system planning and strengthening policy propaganda are improved.This research innovatively compares three typical poverty-alleviation modes in rural areas of hebei province,paying attention to the organic combination of theory and reality.On the basis of fully analyzing the traditional poverty alleviation mode,we find the common connection of each pattern.Aiming at the experience and deficiency in the rural poverty alleviation in hebei province,this study puts forward the idea of perfecting the rural poverty alleviation mode,to provide guidance for other areas to develop relevant models and make the research have the value of application promotion.
