With the leaps and bounds development of China's market economy and deepening of reform and opening-up, in order to conform the integration of the world economy and domestic economic globalization trend, towards diversified, and regional development, companies are required to have modern enterprise management concepts and patterns to change, also as well as positive changes on the management means and tools. Therefore, through the computer technology, network technology development, the implementation of each enterprise management information system is getting more and more attention. Information system is becoming the important means of modernized enterprise management.From F group's diversity, cross regional and gradual development, we can see the financial characteristics in F Group, multi-level legal ties, various levels of diversification, organization, multi-function, trans-regional and multinational management. These financial characters decide the complexity of internal financial resources and financial management also determines the complexity of F Group's designation and implementation of the financial system based on ERP.Therefore, before the full implementation of building F Group's financial management control system, comprehensive project planning and research needs to be done to find a scheme that suits the construction of F Group's financial system, the formation of scientific management and control of the project, which ensures the success of the project.This essay goes through theoretical research, practical work, and the clear analysis of the needs, develops a project plan. Then use the project management, BPR management theory and method, combining ERP, network and computer technology. Based on financial management process analysis and recycling of F Group's subsidiary-IT Services Group to establish F Group's financial management system. Based on this trial, comprehensive mapping out, explore and summarize, extract F Group's company financial system construction scheme, methods, strategies, planning and key elements of the management control. Against the expected effect of project, implement scientific research and planning system, in order to form of project scientific management and control. In the mean time of achieving the overall financial management and effective control, make the associated business process execution in the system smoothly, thus finally achieve F Group's sub-groups and a number of subsidiaries can efficiently operated in a unified and advanced financial management platform.This paper firstly analyze from the development characteristic of F Group's, F Group's financial management information system, and analyze the status quo of the financial characteristics is group F, multi-level legal ties, various levels of diversification, organization, multi-function, trans-regional and multinational management. These financial characteristics decide the complexity of internal financial resources, also determines the complexity of financial management group. Multi-organization structure, dynamic combination design, provides effective technology foundation to achieve efficient financial accounting in diversified firms.Against the mentioned significance of the financial management, according to the characteristics of F Group development, F Group financial management and control's main requirement, design a implementation scheme based on ERP financial system program for F Group:follow the ERP system architecture planning, and gradually application system, finance first then business, core first then outer, according to the integrated finance and business'management mode and technique, and through the third party integration or local personalized development way, avoid the limitations of diversified management in ERP system, utilizing the data in ERP system and process integration advantage, financial systems and related around the core business module, according to different enterprises have strategy, stages, step-by-step together within the scope of subsidiaries. During implementation process, setting, control and applications of multi organizational structure and dynamic course structure need to be fully grasped, so as to establish a highly efficient, flexible and variable financial control platform.The third chapter, IT Services Group is a newly established sub-Group of F Group, the company located in China and Japan, China has four legal entities that located in six offices. There are two institutions in Japan. Business is spreading from purely development services into the integrated project development and project development of composite business model, therefore, the typical Mini characteristics group becomes into a trial of F Financial Group ERP System based on pilot.
