With the improvement of importance in international trade, Trade in services has become a new economic growth point in various countries, thus Trade in services is valued by more and more countries. Hong Kong is a typical service-based economy and also the world's major center of trade in both goods and services. After reunification in 1997, Hong Kong and Mainland have closer relationship in economic and trade. As the capital of China, Beijing is one of the important economic hubs, the service trade base and the non-port-type trade center in China. How to make good use of the characteristics and to seek cooperation and win-win is worth exploring. Based on the comprehensive understanding of theory of international service trade and the overall situation of economic development in Beijing and Hong Kong, This paper studies the following three aspects:The first is the division of economic development stages. Taking into account when making horizontal comparison research on the Inter-regional trade in services competitiveness, we should remove the impact brought by different development stages as different regions have different economic development stages. Therefore, this paper makes the use of the cluster and discriminant analysis in statistics and checks out each stage of economic development in Hong Kong and Beijing.Second is the comparative analysis of the international competitiveness in trade services. Based on the same stage of economic development, this paper take a horizontal comparative analysis on Beijing and Hong Kong following five aspects, including import and export volume, industry structure, openness, international market share and competitive advantages of trade in services.Third, based on the comparative analysis, this paper establishes the gray correlation model with Porter's "diamond model" which includes four fundamental factors and two auxiliary factors. Then the paper makes analysis of the impact of these factors on international competitiveness in trade services.Finally, after the study above, in order to strengthen the complementation and cooperation in trade services between Hong Kong and Beijing, this paper put forward some corresponding policy recommendations.
