With the further development of domestic tourism industry, coastal tourism is the most important part. It develops quickly and its scale is the largest in Hebei, in China even in the world. The main content of this article is to comprehensively analysis the development impetus of the coastal tourism in Hebei under the idea of system view, and to put forward the strategies to promote the development of coastal tourism in Hebei. The paper analyses the situation of tourism industry in Hebei Province, including the development process, the market situation as well as the development stage of coastal tourism industry in Hebei, then provides a threshold for latter research. As for the quantitative analysis, the paper analyses the driving forces and drag forces of coastal tourism development of Hebei from resource-environment, economy and society-culture; As for the qualitative analysis, the paper establishes the indicators system on the basis of the reference of previous research and physical, followed uses of factor analysis quantitative analysis coastal tourism development momentum factor of Hebei, and then expresses the main factors by analysis results.Finally, According to the previous analysis, the paper provides a scientific basis for the government making related policies, so as to enhance coastal tourism development in Hebei.
