Study On Evaluation Index System Of Ecological Civilization City Construction In Hebei Province

"Smog" "PM2.5" and "PM10" are the Internet's hot words in the past two years.These words are a good example of ecological and environmental issues behind the rapidly developing economy in China.The economic development model at the expense of the environment has broken the natural ecological balance.The national haze weather,water pollution,and soil pollution have caused inconvenience to our daily lives.Since the 17 th National Congress of the People's Republic of China,China has paid more and more attention to the construction of ecological civilization,proposed the development of circular and low-carbon economy,built the development road of ecological civilization cities,and advocated low-carbon and green travel.As the key link of the coordinated development of Beijing,Tianjin and Hebei,Hebei Province plays an important role in the construction of ecological civilization.However,most of the studies on the construction of ecological civilization in Hebei Province are qualitative analysis.There is no quantitative analysis and unified evaluation criteria.Therefore,it is of great theoretical and practical significance to adopt appropriate methods to evaluate the situation of urban ecological construction in Hebei province.This article refers to a large number of domestic and foreign references on the construction of ecological and civilized cities and analyzes in detail the construction of ecologically-civilized cities in Hebei Province.Based on the above basis,we first select as many indicators as possible to comprehensively reflect the state of ecologically-civilized cities in each city of Hebei Province,and carry out principal component analysis and factor analysis of their initial indicators.According to the analysis results,an initial index system including three first-level indicators,ten second-level indicators,thirty-eight third-level indicators was constructed form the aspects of ecological economy,ecological environment,and ecological society.Secondly,after the initial indicators were revised or deleted,a final indicator system was formed,including three first-level indicators,ten second-level indicators,and twenty-three third-level indicators.Finally,the hesitating analytic hierarchy process and TOPSIS model are applied to the ecological civilization urban construction evaluation system.The hesitation analytic hierarchy process is used to calculate the weight of each index.Then the TOPSIS model is used to make the final evaluation of the ecological construction of 11 cities in Hebei Province.Through analysis and research on urban ecological construction,we can understand the health status and weak links of urban ecosystems.Based on this analysis,we can provide suggestions for the construction of ecological civilization in cities in Hebei Province.
