Along with the economical globalization tide increasingly fierce, the Chinese reform domain is inceasingly thorough, after China joined WTO, Chinese entrance is gradually open to the other countries, Chinese enterprises face with higher level, wide range competition. Facing the situation which the living space is to be smaller and smaller,the conservative Chinese enterprises possibly face the risk of going bankrupt, and be substituted by those new enterprises which can be adapt to environment easily. Therefore, Chinese enterprise has to examine its competence,in other words, Chinese enterprise have no choice except to build its competence system in order to win in the force competition. The present hyper competitive environment requires them to speed up the organization transform, and strengthens its competence system through organizational study, organizational innovation and knowledge integration, then can gain the survival space in the long-term competition.At the present time, domestic and foreign theory scholars and enterprise managers have pay close attention to the issue about organizational flexibility and enterprise competence. Based on consulting massive literature, the concept of organizational structure flexibility have been sorted out and classified, additionally, from three aspects to measure the flexibility of organizational structure.Secondly, the concept of enterprise competence and the system of enterprise competence have been sorted out and classified ,and this thesis will from three dimensions of organizational learning capability, organizational innovation capability and knowledge integration capability to measure the system of enterprise competence. On one hand, this thesis discuss three dimensions's relationships ; On the other hand, this thesis find that the enterprise Performance have some effect between the flexibility of organizational structure and the system of enterprise competence.Finally, according to the domestic and foreign scholars's fundamental research, theoretical model about the flexibility of organizational structure and the system of enterprise competence was established. Then, through indicators collection and questionnaire design, methods such as questionnaire investigation, Structure Equation Model (SEM), Moderate Multiple Regression analysis (MMR)were applied in the thesis. Software such as SPSS and AMOS were used. Based on the collected sample data, the reliability of the variables were tested in this thesis, the hypotheses were tested and some useful conclusions were concluded.
