Study On The Establishment Of Vegetable Quality And Safety Traceability System

Chinese people consume a huge amount of vegetables. Harmful vegetable can influence a large number of people, so improving quality and safety management of vegetables will protect consumers from being harmed. Also, it can enhance China's food competitiveness in the international market.Although Chinese government attaches great importance to food safety, and explores to build a new system of food safety, China's safety supervision of vegetables exists many problems and the implementation time is late when comparing to developed countries. As traceability system has the function of specifying potential liability and other characteristics, it is becoming popular and being adopted by a great many countries. So, it is an effective way to guarantee China's vegetable quality and safety if we establish traceability system which makes wholesale markets as platforms, all kinds of vegetables suppliers as participants, relevant government departments as effective supervisors.Based on supply chain theory and stakeholder theory, this paper firstly makes a systematic literature review of domestic and foreign relevant researches, then builds a Logistic model of vegetable suppliers' behaviors in the process of participating vegetable traceability system. Furthermore, based on field investigation data and information of 322 vegetable suppliers, which come from vegetable wholesale markets in Hangzhou, Jiaxing, Ningbo, Wenzhou cities, this paper studies traceability factors differences between municipal and county wholesale vegetable markets, and studies traceability proportion differences when vegetables enter and leave wholesale markets, then does some explanations of these differences. After that, the paper does regression analyses of vegetable suppliers' behaviors, and does some explanations of regression results. In addition, based on interview records and relevant information from Hangzhou Agricultural Bureau and Administration Committee of Hangzhou agricultural logistics center, we designs relevant government departments questionnaire and recycles 90 copies from relevant government departments of Zhejiang province. The paper reveals implementation mechanism of vegetable traceability system by vegetable wholesale suppliers and relevant government departments perspectives, and the main conclusions are as follows: First, implementation proportion of vegetable traceability system is still not high in Zhejiang Province, and the participants of vegetable supply chain have not fully participate in this system; Second, vegetable suppliers' behaviors are influenced by vegetable acquisition channels, market admission registration, government detection frequency, years of operating vegetables, income proportion of operation vegetable, relative operating size in the market, understanding degree to traceability system; Third, most of vegetable wholesale markets have not carried out matching regulations of traceability system; Fourth, relevant government departments still have a lot of hard works to do with the all links of vegetable supply chain; Fifth, municipal and county wholesale vegetable markets have different situations in the construction of vegetable traceability system.
