Vegetables is one of the foods most commonly in daily life, ensuring the qualitysafety of vegetable supply is a problem that must be faced. In the process of vegetablesproduction and supply, recording all aspects of critical information in vegetables supplychain and establishing vegetables quality safety traceability system is an effective way toensure quality safety of vegetables.As a major agricultural province in northeast China, Jilin Province is affected byclimate and geographical location and vegetables supply in the winter has been relying onother regional transportation. To change this situation, it is necessary to accelerate thedevelopment of plastic films vegetables. Plastic films vegetables can overcome theadverse effects of climate and provide to consumers with fresh vegetables nearby. Forvegetables supply, only ensuring adequate and fresh vegetables supply is not enough, itmust also ensure the quality safety of vegetables. Vegetable quality safety traceabilitysystem can record the information of vegetables production, processing, transportationand sale. Consumers and regulators can easily query the information, it allows consumersto clearly consumption and also facilitates the management of regulatory authorities.To establish vegetables quality and safety traceability system in Jilin Province, theprimary issue is clear that critical information needs to be recorded. According to relevantlaws and regulations and national standards for vegetables supply chain, we obtain somepossible indicators that need to record. Some of these indicators is unwanted fortraceability system, so we use the analytic hierarchy process to screen the indicators.Identified the key indicators which the vegetables quality safety traceability system inJilin Province need to record. The key indicators are corresponding to the production andlogistics of vegetables, where the first level indicators: producing environmental,agricultural production, production processes, vegetables process, vegetables transport, vegetables storage and vegetables sale, and each contains a number of secondaryindicators.According to the screening results of the indicators, we has designed a traceabilitysystem for vegetables supply in Jilin Province. Traceability label and traceability codingare designed for the traceability system. The goal of traceability label designing isshowing the information simple and clear. We use two-dimensional code technology inthe label design, so consumers can easily access information by using mobile devices. Toensure the safety traceability code and prevent it from unauthorized use, an internal andexternal traceability code combination is designed. The internal code is only using ininternal of traceability system. And the external traceability code is the code forconsumers inquiring. External traceability code is generated by encryption method, so itcan prevent exhaustive crack. Combining research and case studies, the functions of thetraceability system are designed. The system is divided into information collectionmodule, an information processing module, information query module and managementmodule, then we describe the function of each module.In order to ensure the plastic films vegetables quality and safety traceability systemin Jilin Province implementation, institutional building in the system is studied. Weanalyze the necessity of institutional building. We focus on the institutional building invegetable production and processing enterprises and raise the main points in institutionalbuilding. This research has a strong practical significance.
