The Research On Construction Of Vegetable Quality Safety Traceability System In Vegetables Supply Market Of Shouguang City As An Example

It is the world’s largest vegetable consumption for China; the vegetable safetyissues directly affect people health. Strengthening the vegetable quality and safetymanagement is not only the premise for protecting the legitimate rights and interestsand health of consumers, but also an important tool for enhancing the internationalcompetitiveness of agricultural products of China. Vegetable safety always is a highdegree of attention in China which always adheres to explore the establishment ofthe vegetables security system to adapt to national conditions. According to thecurrent regulatory situation, vegetable safety supervision system is starting-later andnot perfect from the more developed countries, especially the lack of vegetablequality traceability system. Traceability system is a clear potential liability qualitymanagement system as a practice common in the world. Traceability system ismainly composed of the wholesale market, the supplier and the relevant governmentdepartments which are an important means of protection of vegetable quality andsafety with government regulation.From a research point of view, the proportion of implementation of vegetablesquality traceability is lower in Shouguang city, the main reason consists of twoaspects. First, the sense of vegetable quality management is lack to supplier, orcooperate is reluctant as the costs of management too high. The other hand, becauseof the system missing, the supplier can not be constrained into the vegetable qualityand safety management system owing to legal force lacking. Traceability systemshould obtaining admission registration, several aspects of the political and seizurefrequency, the useful life of the sale of vegetables, the proportion of income, butfrom a practical point of view, wholesalers’ admission more smoothly, and thewholesale market is also not in strict accordance with the system management. Due to the circulation of vegetable supply chains is more complex flow structure,therefore it is a big difficulty for totally relying on the Government’s unilateralregulation.In this paper, the article’s theoretical framework contains related research of asystematic review, the supply and stakeholder theory, the implementation of thevegetables quality traceability and the impact-factor model. Then field research ofeight vegetable wholesale market suppliers in Shouguang City are comparativeanalyzed. And differences on the implementation of vegetables quality traceabilitysystematic are study on the municipal and county-level, admission and playing.Inaddition, the relevant staff of Agriculture Bureau and agricultural logistics centermanagement committee of Shouguang City are interviewed, the questionnaire surveyfor the interviewers can be reflected on understanding and practice of the system inthe relevant government departments.
