| It’s the all levels of government’s top priority that how to let the farmers’ income be increased in China.And the key to solve this problem is how to make farmers obtain stable job.In China there are a lot of surplus labor in rural area,but there are a lot of employment opportunities in China’s big cities,so how to make these surplus labor to get these jobs becomes especially important.In 2013,we investigated the rural labor resources in Zhuanglang county,analyzed the amount of labor force,the structure of the labor and the situation of labor transfer employment,obtained the overall information on labor resources and transfer employment,and pointed out major problems:First,traditional labor accounts for large proportion is big.The total population is 447564 in Zhuanglang county,the agricultural population is 413059,the number of existing rural labor force is 212180,which accounts for 51.4% of the total agricultural population;Second,highly efficient industries are relatively single,it is difficult to transfer employment.At present,the population of labor force who are engaged in fruits,vegetables and animal husbandry is less than 10000,the peasant households who plant orchard in suitable region is 23000,but the industry,service industry in the county doesn’t have enough strength to attract rural labor;Third,rural labor force quality is low and adaptability is poor.In the rural labor force of the all county,the number of skilled population is 36481,the number of population who have no skills is 166472,which account for 18% and 82%,respectively,low skill levels led them work in cities is very passive;Forth,migrant labor have poor professional skills.The most of transfer rural labor force belongs to peasant-workers in the Zhuanglang county,they will be go home to sow and harvest in the busy season.Then,they go back to work in the cities;Fifth,education cost for labor is high.The statistics show that the per capita income of rural residents is 3529.6 yuan in Zhuanglang county,but in the removal of the costs of eat,wear,live and medical treatment of family members,there is no too much money for education to improve their cultural level;Sixth,reduced young labor force influence the agricultural modernization.From the investigation,the total population of transfer rural labor force is 78614,the vast majority of them is the young labor,the most of leave labor force is old,children,sick and disability.They have poor acceptance for new things,so it is difficult to get big breakthrough in agricultural production and operation.In order to deploy rural labor resources efficiently in Zhuanglang county,the suggestions on three aspects are proposed,first,to speed up the pace of agricultural restructuring,increasing various channels to transfer rural labor force;second,to support private enterprises and leading enterprises,dredging the rural surplus labor transfer channels;third,to build brand advantage,improving the quality and effectiveness of labor service. |
