Research On Problems To International Engineering Project Risk Management Of Petroleum Enterprises

Along with the enhanced national strength, under the strategic guidance "goes out", Chinese petroleum enterprises have embarked on investing petroleum overseas. In foreign oil projects, to ensure the project being carried out smoothly, the importance of risk management stands out day by day. The risk management is the essential link which guarantees that the international petroleum engineering project construction can be carried on smoothly, at present the international petroleum engineering project risk management research in our country is quite weak, although we has profited from the western nation advanced experience of engineering project risk management, but has not formed the integrity and suitable international petroleum engineering project risk management theory frame of our country national condition yet. Therefore, to establish the perfect risk management system and to solve the problems of international petroleum engineering project risk management are the current urgent solution questions.To aim at the current situation of international petroleum engineering project risk management, this article makes an intensive study and analysis. After elaborating the article's study background and significance, study contents & method , study train of thought, and basic theory of the international petroleum engineering project risk management, it introduces the international oil projects risks, such as politics, economic policies, geology, construction and oil market, etc, and it analyzes each risk of them. This article puts emphasis on analyzing the problems that exist in international petroleum engineering project risk management, they are weak awareness of risk identification, lacking of professional institutions to assess risk, single means for risk management,incomplete supervisory control system, and incomplete financial risk control, etc. At last, in view of the above problems, the article gets help from mathematical model, integrates the qualitative analysis with the quantitative analysis together, integrates the theory analysis with the practice analysis together, and takes a series of assorted proposals to perfect the international petroleum engineering project risk management. This article has put forward some suggestion as follow: to strengthen the certainty of risk identification by using scientific methods, to reinforce the evaluation of international projects, to improve risk management techniques on the basis of using many risk evaluation methods, to establish a system of risk management, to do the repeatedly sisk check, and to strengthen the financial management construction, etc. It is hoped that the article will be a great boon to perfect the international petroleum engineering project risk management.
