In the background of informationization and economic globalization, enterprise's competitive environment becomes complicated day by day, The management of human resources makes corresponding reaction because of a series of management innovation. As a new management mode, outsourcing has already brought enormous value to enterprises, and also caused great concern of theory circle recently. But the research of HRM outsourcing is in the primary stage and so still less on the decision-making of HRM outsourcing. This paper puts forward some useful suggestions, setting up a quantitative, scientific and concrete model to the field of HRM outsourcing, giving a way to the innovation of HRM of the state.Firstly, according to the research background at home and abroad of human resource management outsourcing, this paper summarizes some related theories of the HRM outsourcing and analyzes the current research status both at home and abroad and raises questions, Then in the body part of this paper, in terms of the practical situation of the enterprise, the decision-making is divided into three parts, Whether outsourcing, outsourcing function and outsourcing vendors. In the analysis stage of whether outsourcing, an index system of selection is built, and the AHP is inducted to the decision-making of the selection of outsourcing for HRM, in terms of the outsourcing function, it inducts the expert evaluation method and the optimum ordering comparison method to the decision-making of the selection of outsourcing functions for HRM, and puts forward the Content selection model of HRMO;in terms of the outsourcing vendors, it puts forward the decision model of HRM outsourcing vendors from three aspects of itself: the quality ,the grade of service and the service expense, builds an index system of selection, and uses the combinations of both DEA and AHP to test and verify this method's practicality. Finally, it makes an empirical research on Z company. The result of the empirical research validates the practicability and maneuverability of the methods in this paper. By the research of this paper, some new research methods or views are brought forward in the aspect of human resource management outsourcing, and its aim is able to provide some profitable reference and help for human resource management outsourcing.
